This foreigner rode this vehicle on the road and was punished

At 18:00 on June 30, a policeman from Shanghai Changning Public Security Branch found a "submarine" while he was on duty. It was moving on the road, and curious people around halted, watched, even took photos.


The policeman stopped this "submarine" and found it is a “ship-shaped” non-motorized vehicle. And its rider is a foreigner.



Owing to the fact that foreigner couldn't communicate with the policeman in Chinese, and his English is not fluent. Under the signal of the policeman, he made a call asking one of his Chinese colleagues for help.


Mr. Gai from Germany spent more than Euros 8,000  exporting an electric vehicle from abroad.

Mr. Gai bought this electric vehicle and brought it to Shanghai.It has only been used in their own community. Due to the fact the vehicle is equipped with pedals, and it can convert electrical energy into power, Mr. Gai thought it has nothing different from the "non-motor vehicle" described in Chinese law. So, he hit the road with it


After authentication, this vehicle does not comply with the domestic electric bicycle licensing standards. So, it is an unlicensed vehicle,and he was punished by the police.


Currently, Changning Police has detained this illegal vehicles in line with the relevant law.Though this case is not severe,the police still imposes an administrative penalty of RMB 100 on Mr. Gai for his unlawful act, in which he fails to register his unconventional transport tool before he started to ride it.

Electric scooters, balance bikes, electric unicycles, etc, are all transport tools that regarded as  unconventional vehicles according to the regulationsand are not allowed to travel on the road
