1.Do we need to provide medical device registration certificates and conduct commodity inspections for the self-used medical items which are sent abroad by mail or express delivery?

Both the "Announcement upon the Orderly Development of the Export of Medical Goods" jointly issued by the Ministry of Commerce, the General Administration of Customs and the State Drug Administration, and the Announcement No. 53, 2020 issued by General Administration of Customs have provisions aiming for exporting goods. For self-used articles sent out of the country by mail or express delivery, as if their value is within the stipulated limit, they don’t belong to exported goods. So there is no need to provide medical device registration certificates or commodity inspections in accordance with the requirements of the announcement.

2.Will new quarantine be required when we return to places of residence after the expiration of quarantine period at the first entry point? 

Zhou Yuhui, deputy director of the CDC of National Health Commission, said at the press conference of the Joint Prevention and Control Mechanism of the State Council that, according to the current regulations, people who don’t belong to the "Four Types" (which are listed at the bottom) are implemented a 14 days’ centralized medical quarantine at the province where the first entry point is located. It is not necessary to conduct a newly medical quarantine when people return to the place of residence after the expiration of the quarantine. People who have undergone laboratory tests during quarantine and have met the conditions for converting to home isolation will still be required to have a new 14 day’s home isolation in accordance with regulations after returning to their places of residence. 

The "Four Types" people refer to confirmed cases, suspected cases, those entering the country with symptoms such as fever,etc., and the close contacts exposed to these patients. The first three categories should be immediately sent to designated medical institutions for quarantine and treatment. And the fourth category must be required a 14 days’ concentrated medical quarantine.
