The number of personnel should be limited to prevent crowd gathering in medium-risk and high-risk areas.
Open activity places: It is recommended that this kind of places in low-risk areas can gradually resume daily operations. In medium-risk and high-risk areas, they can operate as usual under the premise of environmental cleaning and disinfection, and personnel health monitoring. And measures for limiting the number of personnel must be taken to prevent crowd gathering. Large-scale gathering sports activities such as marathon, gathering religious activities, various exhibitions and conventions will not be allowed to carry out.
Closed entertainment & leisure places: It is recommended that all the closed entertainment & leisure places in low-risk, medium-risk, and high-risk areas not be opened for the time being. Specific requirements can be determined by local governments based on local epidemic situation studies.
Passenger stations and public transport: airplanes, passenger trains, waiting rooms must strictly carry out daily supervision works such as ventilation, environmental cleaning and disinfection, personnel health monitoring, etc. And measures such as controlling the number of passengers and dispersing seats must be taken to prevent crowd gathering.
Places for special units: For those special units such as pension institutions, children’s welfare institutions, prisons, mental medical institutions, etc., it is recommended that this kind of places in low-risk areas should pay more attentions to daily risk prevention works like strengthening personnel protection and disinfection. In medium-risk and high-risk areas, they should formulate emergency plan, strictly implement the supervision of prevention measures, and conditionally organize thorough inspections and nucleic acid screenings.
Enterprises and public institutions: It is recommended that this kind of units in low-risk areas should do daily hygiene management such as indoor ventilation, environmental cleaning and disinfection, and personnel health monitoring. In medium-risk and high-risk areas, they should be encouraged to adopt the working methods as different working hour measure, flexible work system, or remote working measure to prevent crowd gathering.
